Creates a virtual payment in a batch. It can be submitted, get, cancelled, and patched like a normal payment.
The difference is that the only money it will move is withholdings from the account (if applicable).
Example of usage is when the payor has an internal wallet for the payee and no real money is transferred yet until the payee decides to withdraw from their wallet.
When the payee wants to withdraw to their chosen payment method, a real payment needs to be created and submitted by the payor.
